Well anyway, here's a nice boring description of it (careful, you might learn something if you read it):
Alcala de Henares is a spanish city usually known for having one of the oldest universities and being the birthplace of the famous Miguel de Cervantes, author of Don Quijote de la Mancha, probably the best known spanish novel.
Thus, the character shown wears Don Quijote's hat, but instead of being armed with a spear, it is armed with the snake and the cane/stick-thing (symbol for medecine), and it is riding a swan, because there are swans in Alcala's university official logo.
